سیدعباس صالحی شنبه (۲۴ مردادماه) در آیین رونمایی از «صندوق پژوهش و فناوری توسعه فرهنگ و هنر» اظهار کرد: همواره ذهن بنده با موضوع «صنایع خلاق» درگیر بوده است؛ این حوزه در اقتصاد جهانی با جایگاهی که داشته و دارد اهمیت قابل توجهی پیدا کرده است، علاوه بر آن ظرفیتهای زیادی در این حوزه در کشور وجود دارد که با تحقق این ظرفیتها فاصله داریم و به همین دلیل این موضوع توجه مرا به خود جلب کرده که چگونه میتوانیم این فاصله را کاهش دهیم.
وی گفت: روندی که امروز در جهان شاهد آن هستیم نشان میدهد صنایع خلاق از نظر سهم در تولید، اشتغال، گردش مالی، صادرات و سهم از درآمدهای ملی، به یک حوزه راهبردی تبدیل شده است و در عین حال بسیاری از مزیتهایی که این حوزه بر آنها استوار است، در کشور ما وجود دارد. صالحی افزود: اگر هنر را به عنوان ضلع مقوم دانش، فناوری و.. در نظر بگیریم ویژگیهای تاریخی و تمدنی ایران میتواند برای ما مزیت نسبی محسوب شود. وزیر فرهنگ و ارشاد اسلامی بیان کرد: درهمآمیختگی میان اقتصاد فرهنگ و هنر با حوزههایی مانند سبک زندگی، هویت و بسیاری از عرصههای دیگر، فرصتهای تازهای ایجاد کرده است.
وی گفت: این ظرفیت میتواند زمینهساز رویکرد جدیدی در روابط فرهنگی ما باشد و حتی به احیای هژمونی تاریخی و فرهنگی و تمدنی ایران کمک کند.صالحی افزود: به عنوان کشوری با تمدن چند هزار ساله ظرفیتهای بسیار بزرگی در اختیار داریم، ظرفیتهایی که هنوز هم وجود دارد (و در جنگ تحمیلی دوم و سوم خود را نشان داده است) و فرصتهای ارزشمندی برای ما ایجاد کرده است. وزیر فرهنگ و ارشاد اسلامی با اشاره به اینکه سهم درآمدهای ما از این حوزه کمتر از یک میلیارد دلار است، افزود: یکی از حوزههایی که میتواند راهی میانبر برای کشور باشد صنایع خلاق است؛ حوزهای که از منظر اقتصادی، هویتی، دیپلماسی عمومی و افزایش قدرت تأثیرگذاری ایران در جهان اهمیت دارد.
وی با بیان اینکه باید دست به دست هم بدهیم و برای آن کاری جدی انجام دهیم، اظهار کرد: خوشبختانه شرایطی که پدید آمده و همکاریهایی که میان وزارت فرهنگ و ارشاد اسلامی، معاونت علمی و مجموعههای مرتبط وجود دارد، فرصتها و چشماندازهای جدیدی ایجاد کرده است. صالحی با تاکید بر اینکه میتوان با نگاهی مثبت و واقعبینانه به این فرصتها نگاه کرد، افزود: با توجه به ویژگیهایی که مطرح شد حتی با وجود شرایط دشوار اقتصادی و شرایط ناشی از جنگ تحمیلی دوم و سوم، میتوانیم با امید و جدیت بیشتری در این حوزه کار کنیم؛ حتی شاید با سرعتی بیشتر از برخی حوزههای دیگر که شرایط در آنها دشوارتر است.
وزیر فرهنگ و ارشاد اسلامی در بخش دیگری از سخنانش گفت: باید این مسئله را به صورت «شبکه» ببینیم و در عین حال به موضوع منابع مالی پایدار هم به عنوان دغدغهای بسیار مهم توجه کنیم. وی اظهار کرد: در حوزه صنایع خلاق دستکم ۱۰ مسئله اساسی داریم که باید روی آنها تمرکز کنیم اینها مسائلی هستند که در ذهن من به عنوان مهمترین چالشهای این حوزه شکل گرفتهاند و اگر قرار است با تاسیس این صندوق منابع مالی پایدار ایجاد شود و در این مسیر حرکت کنیم، باید همزمان به این مسائل نیز فکر کنیم و ببینیم با همکاری یکدیگر چه اقداماتی میتوانیم انجام دهیم. صالحی گفت: باید ابتدا فهرستی از مسائل اصلی را مطرح کنیم و سپس با کمک دوستانمان در معاونت علمی و سایر بخشهای مرتبط تلاش کنیم در دو سال آینده اهتمام مضاعف و جدی در حوزه صنایع خلاق ایجاد کنیم.

وزیر فرهنگ و ارشاد اسلامی بیان کرد: هدف این است که نقاط آسیب را اگر نمیتوانیم به طور کامل برطرف کنیم دستکم به میزان قابل توجهی کاهش دهیم تا بتوانیم اکوسیستم این حوزه را به شکل درستتر و منسجمتری سامان دهیم.
وی گفت: در این دو سال تلاشی جدی برای رفع نواقصِ شکلگیریِ این اکوسیستم باید بشود به گونهای که این اکوسیستم بتواند استقرار یابد (چراکه هنوز در مراحل جنینی قرار داریم و این زیستبوم آن گونه که باید و شاید متولد نشده است).
صالحی اظهار کرد: یکی از مسائل اساسی، ضعف نظام آمار و اطلاعات در حوزه صنایع خلاق است اینکه برای حل این ۱۰ مسئله چگونه تقسیم کار کنیم و چگونه مجموعههای دیگری را نیز درگیر کنیم بحث دیگری است اما صرفاً سرفصلها را عرض میکنم.
وی گفت: مساله اول ضعف نظام آمار و اطلاعات در حوزه صنایع خلاق است؛ در این حوزه ما هنوز بیش از آنکه بر آمار و اطلاعات دقیق تکیه کنیم براساس تخمین و گمانهزنی حرکت میکنیم از منابع انسانی گرفته تا سایر بخشها.
وزیر فرهنگ و ارشاد اسلامی افزود: مساله دوم ضعف مقررات مناسب برای رشد این حوزه است؛ یکی از مزیتهای اصلی صنایع خلاق، خلاقیت و ویژگیهای خاص این حوزه است بنابراین طبیعتاً مقررات آن نیز باید متناسب با همین ویژگیها طراحی شود.
ایجاد مقررات متناسب در صنایع خلاق فرهنگی
صالحی اظهار کرد: باید در این دوره دو ساله به سمت ایجاد مقررات تسهیلگر و ثبات آفرین در این حوزه حرکت کنیم؛ البته نباید به دنبال لوایح بلند و طولانی باشیم بلکه بهتر است به سمت «مادهواحدههای کوتاه و مسئلهمحور» حرکت کنیم.
وی گفت: گاهی برای رسیدن به وفاق بر سر یک لایحه طولانی زمان زیادی صرف میشود، در مقابل باید ببینیم در کدام بخشها میتوانیم با یک مادهواحده (یا حداکثر چند ماده) مسئله مشخص مقرراتی را حل کنیم؛ مقرراتی که بتواند به رشد و شکلگیری زیستبوم کمک کند. وزیر فرهنگ و ارشاد اسلامی افزود: مساله سوم ضعف محصولات صنایع خلاق متناسب با ذائقه داخلی و بینالمللی است؛ در بخش قابل توجهی از محصولات، میان ذائقه مخاطب و محصولات تولید شده فاصله و شکاف وجود دارد برای حل این چالش باید بررسی کنیم چگونه ذائقهشناسی دقیقتری داشته باشیم و تولیدات خود را متناسب با این ذائقهها توسعه دهیم.
صالحی اظهار کرد: مساله چهارم فاصله فناوری صنایع خلاق ایران با شتاب فناوری جهانی است؛ شاهد شتاب بسیار بالای فناوری در حوزه صنایع خلاق در جهان هستیم و در مقابل، فناوری صنایع خلاق در داخل کشور فاصله قابلتوجهی با این روند پیدا میکند. این فاصله فناوری عملاً میتواند مسیر رشد را متوقف کند و حتی در مقاطعی، روند شکلگیری و تولد محصولات را متوقف کند.
صالحی گفت: مساله پنجم محدودیت دسترسی به بازار خارجی و ضعف شبکه بازار داخلی است؛ مسئله بازار در حوزه صنایع خلاق، مسئله اصلی است؛ البته بازار خارجی از یک منظر و بازار داخلی از منظری دیگر. وزیر فرهنگ و ارشاد اسلامی با بیان اینکه مساله ششم تأثیر نوسانات اقتصادی بر صنایع خلاق است، افزود: نمیتوانیم تأثیر متغیرهای اقتصادی و نوسانات اقتصاد ایران را بهطور کامل حذف کنیم اما میتوانیم آن را کاهش دهیم.
نوسانات اقتصادی تأثیر بیشتری بر صنایع خلاق فرهنگی میگذارد
صالحی اظهار کرد: برخی صنایع به دلیل سابقه طولانیتر، به یک قِوام نسبی رسیدهاند؛ اما صنایع خلاق (بهویژه در کشور ما) حوزهای نسبتاً جدید هستند بسیاری از شرکتها، بنگاهها و افرادی که در این حوزه فعالیت میکنند، هنوز بُنیه اقتصادی محدودی دارند بنابراین طبیعتاً نوسانات اقتصادی تأثیر بیشتری بر آنها میگذارد.
وی گفت: شرایط اقتصادی که در طول این دهه اخیر تجربه کردهایم، آثار خود را بهطور جدی بر این مجموعهها گذاشته است. وزیر فرهنگ و ارشاد اسلامی افزود: مساله هفتم مهاجرت نخبگان عرصه صنایع خلاق است؛ با توجه به ویژگیهای خاص این حوزه، مهاجرت نخبگان صنایع خلاق یک مسئله قابلتوجه به شمار میرود چراکه در سطح جهانی توجه روزافزونی به صنایع خلاق و به تولیدکنندگان و نخبگان این عرصه وجود دارد و تبعات سرمایهگذاری برای جذب ایشان بسیار جدی است.
صالحی بیان کرد: در حوزههایی مانند پویانمایی، بازیهای ویدئویی و سایر بخشهای صنایع خلاق ایران، این مسئله اهمیت بیشتری پیدا میکند. وی گفت: مساله هشتم ضعف و تضعیف بخش خصوصی است؛ در حوزههای مختلف اقتصادی با مسئله ضعف بخش خصوصی مواجه هستیم و صنایع خلاق نیز از این قاعده مستثنا نیست. وزیر فرهنگ و ارشاد اسلامی افزود: اینکه امروز در تاسیس این صندوق، چند مجموعه از بخش خصوصی حضور پیدا کردهاند با همین نگاه آسیب شناسانه است که امیدوار هستیم این مشکل را از نقطه شروع تا حدی کاهش دهیم. صالحی بیان کرد: مساله نهم پراکندگی دستگاههای دولتی و حاکمیتی فعال در حوزه صنایع خلاق است؛ دستگاههایی که در حوزه صنایع خلاق در دولت و حاکمیت فعالیت میکنند، پراکنده هستند و همگرایی و هم افزایی لازم را ندارند.
صنایع خلاق در سه ضلع اقتصاد، هویت و تأثیر در هژمونی فرهنگی ایران موثر هستند
وزیر فرهنگ و ارشاد اسلامی اظهار کرد: اگر راهبرد دولت و حاکمیت این است که صنایع خلاق در سه ضلع اقتصاد، هویت و تأثیر در هژمونی فرهنگی ایران میتوانند بسیار موثر باشند باید تغییر رویکرد را در دستور کار قرار دهیم و در این میان در دستگاههای مرتبط بایستی همافزایی ایجاد کنیم. وی گفت: آخرین نکته، همان موضوعی است که فلسفه برگزاری این جلسه به آن مربوط میشود: منابع مالی پایدار؛ این موضوع یکی از اهرمهای بسیار مهم و قابلتوجه برای توسعه صنایع خلاق است، منابعی که در قالب منابع حمایتی توزیع نشود بلکه در سرمایه گذاری به کار گرفته شود. نکتهای که صندوق پیشرفت و فنآوری توسعه فرهنگ و هنر برای آن تاسیس شده است.
صالحی افزود: بسیار خوشحالم که این پروژه در نخستی روزهای ماه فرخنده ربیع الاول رونمایی میشود، چون خیلی وقتها مسائل و دغدغههای خود را مطرح میکنیم اما لزوماً به نقطه خروجی و اقدام عملی منتهی نمیشود اما اینکه این دغدغه تامین منابع مالی پایدار توانسته است به یک نقطه خروجی برسد، اتفاق بسیار ارزشمند و مهمی است.
نقش مهم منابع مالی پایدار در شکلگیری صنایع خلاق
وزیر فرهنگ و ارشاد اسلامی اظهار کرد: منابع مالی پایدار واقعاً میتواند نقش مهمی در شکلگیری و تقویت زیستبوم صنایع خلاق داشته باشد و اینکه دوستان معاونت علمی، مدیریت صندوق و بخش خصوصی سهام گذار تلاش کردهاند این مسیر را باز کنند، امیدآفرین است. وی گفت: اما پیشنهاد مشخص من به دوستانمان در مؤسسه کمکتوسعه و معاونت علمی این است که بررسی کنیم چگونه میتوانیم برای این ده مسئله، به جای پروژههای صرفاً مطالعاتی، پروژههای راهبردی و عملیاتی تعریف کنیم.
صالحی افزود: البته یکی از این مسائل یعنی منابع مالی پایدار وارد مرحله اجرا شده است؛ اما برداشت من این است که اگر میخواهیم واقعاً روی زیستبوم صنایع خلاق فکر کنیم، باید مسائل این حوزه را بهصورت شبکهای ببینیم و همزمان برای حل آنها حرکت کنیم. وی بیان کرد: اهمیت منابع مالی پایدار بسیار زیاد است اما اگر به سایر اجزای زیستبوم توجه نکنیم ممکن است «تک پروژه» در میانه راه با عدم موفقیت مناسب مواجه شود بنابراین باید این مسائل را بهصورت یک شبکه به هم پیوسته دید و برای حل آنها، رویکردی جامع و هماهنگ داشت.
وزیر فرهنگ و ارشاد اسلامی گفت: فرصت بسیار خوبی پیش روی ما قرار دارد؛ هم در دولت و هم در مجموعهای که امروز گرد این میز نشستهایم؛ چه در بخش دولتی، چه در بخش خصوصی و چه در سایر بخشهایی که در ادامه به این مجموعه متصل خواهند شد. وی افزود: اگر بتوانیم این ظرفیتها را در کنار یکدیگر قرار دهیم، امیدوارم شاهد شرایط بهتری در حوزه صنایع خلاق باشیم؛ حوزهای که میتواند یکی از پایههای هویت، اقتصاد و تأثیرگذاری فرهنگی منطقهای و جهانی ایران باشد.
صالحی خاطرنشان کرد: مجدداً از جناب آقای دکتر افشین و همه عزیزانی که برای این موضوع تلاش کردهاند، صمیمانه تشکر میکنم؛ همچنین از همکاران خوبمان در بخش خصوصی که در این صندوق مشارکت کردهاند و با این مشارکت، فرصتهای جدیدی را برای توسعه صنایع خلاق فراهم کردهاند. براساس این گزارش، آیین رونمایی از «صندوق پژوهش و فناوری توسعه فرهنگ و هنر» شنبه (۲۴ مرداد) با حضور سیدعباس صالحی وزیر فرهنگ و ارشاد اسلامی، حسین افشین معاون علمی و فناوری ریاست جمهوری، معاونان وزارت ارشاد، برخی از مسئولان معاونت علمی و فناوری ریاست جمهوری و بخش خصوصی در وزارت فرهنگ و ارشاد اسلامی برگزار شد.
صندوق پژوهش و فناوری غیردولتی توسعه فرهنگ و هنر با هدف تأمین مالی، سرمایهگذاری و تجاریسازی کسبوکارهای فرهنگ، هنر و رسانه، از صندوق نوآوری و شکوفایی معاونت علمی، فناوری و اقتصاد دانشبنیان ریاست جمهوری تأییدیه و مجوز خود را دریافت کرده است. این صندوق با هدف ایجاد یک زیرساخت مالی تخصصی برای زیستبوم فرهنگ، هنر، رسانه و صنایع خلاق و حرکت از حمایتهای صرفاً بلاعوض به سمت تأمین مالی مولد و پایدار شکل گرفته است. ظرفیتی که پیش از این، به صورت تخصصی و یکپارچه برای پیوند دادن ایدهها و کسبوکارهای فرهنگی و خلاق با منابع مالی، بازار و سرمایهگذاران در کشور وجود نداشت.
صندوق پژوهش و فناوری توسعه فرهنگ و هنر با ایفای نقش واسط میان ایده، سرمایه و بازار، زنجیره ارزش فعالیتهای فرهنگی، هنری، رسانهای و خلاق را از ارزیابی و تأمین مالی ایدهها تا توسعه کسبوکار، تجاریسازی و ورود به بازار دنبال خواهد کرد.

سرمایه پایه صندوق ۱۰۰ میلیارد تومان تعیین شده است که با مشارکت معاونت علمی، فناوری و اقتصاد دانشبنیان ریاست جمهوری، مؤسسه کمک به توسعه فرهنگ و هنر، بنیاد ملی بازیهای رایانهای، شرکت پگاه داده کاوان شریف، شرکت انتقال دادههای آسیاتک و شرکت شتابدهنده کارآفرینی اجتماعی شکل گرفته است.
